The Uttarakhand Hill Area Certificate (Parvatiya Praman Patra, पर्वतीय प्रमाण पत्र) is a Revenue Department certificate that records that you belong to and live in a hilly area of the state. It is issued through the tehsil and can be applied for online on the Apuni Sarkar portal at eservices.uk.gov.in or at a CSC.

This guide gives the documents, fee, time limit and officer flow exactly as listed on Apuni Sarkar, and explains when a recruitment asks for it. We checked every detail on the Apuni Sarkar service list and the service's "View Details" page on 4 November 2026.

When Do You Need It?

Always follow the exact wording and format in your notification. Two situations come up often:

  • The advertisement asks for a "hill certificate" in its own format. For example, the UKPSC PCS 2026 advertisement gives a lower height for Deputy SP candidates from the hill region, and the relaxation needs the hill certificate in the format given in the advertisement, issued before the closing date. Get it made in time and check that it matches the format.
  • The relaxation is for "Garhwalis and Kumaonis". Many central forces give a lower height to candidates from Garhwal and Kumaon, but they ask for a different document. The Coast Guard CGEPT asks for a domicile certificate, and Assam Rifles asks for a category certificate in its prescribed format. In such cases, a hill area certificate alone may not be enough.

If any other form, scheme or admission asks for a hill certificate, follow the format and issue-date rule given in that notice.

These are the documents the Apuni Sarkar service lists. Tick each one as you get it ready. Your list is saved on this device.

Required

  • Applicant photo
  • Hilly area list issued by the Gram Pradhan (पहाड़ी क्षेत्र की सूची, ग्राम प्रधान द्वारा)
  • Residence documents showing 15 years of living there (निवास से संबंधित दस्तावेज़, 15 साल निवास की पुष्टि)
  • Copy of land registry or khatauni (ROR)
  • Aadhaar card
  • Education documents, such as marksheets or certificates

  • Electricity bill or water bill

Tip: The 15-year residence proof is the document most applications fall short on. Old school records, a Pariwar Register copy and old bills together can show a long stay. If you need the Pariwar Register, see our Pariwar Register copy guide.

Common Mistakes to Avoid

  • Getting a hill area certificate when the recruitment actually asks for a domicile or category certificate (or the other way round).
  • Applying too late. Many advertisements want the certificate issued before the closing date, and the time limit here is 15 days.
  • Uploading residence proof that does not cover 15 years.
  • Names or spellings that differ between Aadhaar, school records and land records.
  • Paying agents. The portal shows the official fee of ₹40.
