The Uttarakhand Domicile Certificate (Sthayi Niwas Praman Patra, स्थाई निवास प्रमाण पत्र) is issued by the Revenue Department. It is one of the documents candidates are most often asked for in recruitment. You can apply online through the state's Apuni Sarkar e-services portal at eservices.uk.gov.in, or at a Common Service Centre (CSC). The portal fee is ₹40, and the certificate is meant to be delivered within 15 days.

This guide explains who needs the certificate, which documents to keep ready, how to fill in the online form, and how to check, download and verify the certificate. It is based on the service details published on the Apuni Sarkar portal, which we last checked on 6 October 2026.

Why You Need It

Many recruitments and admissions ask for a domicile certificate. Some examples from current notifications:

  • UKSSSC and UKPSC Group C posts: one of the eligibility routes is permanent residence of Uttarakhand. State reservation and age relaxation are available only to Uttarakhand domicile holders. See, for example, the UKPSC Tax and Revenue Inspector recruitment.
  • Indian Coast Guard Navik (GD) male: a domicile certificate must be uploaded when applying, because it decides your recruitment zone. The advertisement says that where a state issues both domicile and residence certificates, only the domicile certificate is accepted.
  • Height relaxation in defence and Coast Guard recruitment: candidates from Garhwal and Kumaon get up to 5 cm relaxation, but only if they show a domicile certificate to the medical officer.
  • State scholarships, admission quotas and many state welfare schemes.

Documents Required

The Apuni Sarkar portal lists these documents for the domicile certificate. Scan the originals clearly before you start.

Mandatory

Tick each item as you get it ready. Your progress is saved on this device, and you can send the list to yourself on WhatsApp or print it.

  • Applicant's photograph — recent passport-size colour photo
  • Copy of land registry or other residence documents — must show that you or your family have lived in Uttarakhand for 15 years
  • Aadhaar card — the name and date of birth should match your other documents
  • Education documents — Class 10 and 12 marksheets or certificates, or school records
  • Latest electricity or water bill — current address proof

Supporting documents (upload whichever you have)

  • Copy of ROR (khatauni)
  • House tax receipt or Nagar Nigam assessment
  • Older electricity or water bills (help to show long residence)
  • Bank passbook
  • Gas connection papers
  • Voter ID card
  • Ration card or Pariwar Register copy, which is used to match family relationships

Tip: The 15-year proof is where most applications get stuck. If the land or house is in your father's or grandfather's name, also upload the ration card or Pariwar Register so the officer can link you to that family. Older documents such as school records, old bills or an old voter ID help to show long residence.

Information Asked in the Form

  • General information: applicant's name, date of birth, birth place, father's or husband's name, mother's name, Aadhaar number and father's birth place.
  • Contact and residence: how long you have lived in Uttarakhand, your permanent address and your mobile number.
  • Location: district, tehsil, Patwari/Lekhpal area, rural or urban, and then your village or municipal area.
  • Purpose: the reason you need the certificate, for example a government job application or admission.

How to Apply Online (Apuni Sarkar)

  1. Go to eservices.uk.gov.in and sign up or log in with your mobile number.
  2. Open Revenue Department → Revenue Certificates → Domicile Certificate (स्थाई निवास प्रमाण पत्र).
  3. Fill in your personal details exactly as they appear in your Aadhaar and Class 10 certificate. A spelling mismatch can cause problems later in document verification.
  4. Select your district, tehsil, Patwari/Lekhpal area and village or municipal area carefully. Your application goes to the officer of the area you select.
  5. Upload your photo and the mandatory documents, plus as many supporting documents as you can.
  6. Pay the ₹40 fee online and save the application number.
  7. The application then goes through the officers listed on the portal. If something is missing, you may be asked to submit it, so keep an eye on SMS updates and the portal.

Officer flow (who checks your application)

  1. S.D.M. Receives the application and sends it for local verification
  2. Patwari Verifies your residence and family details in your area
  3. Tehsildar Reviews the Patwari's report
  4. S.D.M. Takes the final decision and issues the certificate

Since the Patwari checks your residence locally, make sure the address and Patwari area you select are correct and that your family is known in that area.

Employers and recruitment boards can verify a digital certificate online, so always submit the certificate issued by the portal. Do not submit one that has been edited or retyped.

Apply Early: Certificate Dates Matter in Recruitment

Most recruitments require certificates to be issued on or before the last date of application. Some also require them to be valid on later dates. For example, the Coast Guard CGEPT 2027 advertisement says documents must be issued on or before the closing date and stay valid until at least 31 December 2027. Since the domicile certificate can take up to 15 days, apply as soon as a notification you are interested in is released, or better still, keep a recent certificate ready.

Common Mistakes to Avoid

  • Name or date of birth that differs from your Aadhaar or Class 10 certificate.
  • Uploading blurred or partial scans. Merge all pages of a document into one file.
  • Selecting the wrong tehsil or Patwari area, which sends the application to the wrong office.
  • Submitting only a current bill without any proof of 15 years of residence.
  • Paying an agent extra money. The official fee shown on the portal is ₹40.
