Documents Required

The Apuni Sarkar portal lists these documents for the income certificate:

  • Applicant's photo (required)
  • ID proof (required) — for example Aadhaar, voter ID or PAN
  • Address proof (required)
  • Ration card or copy of the Pariwar (family) Register (required)
  • Self-declaration form (required) — download link below
  • Pay slip (optional; attach it if anyone in the family earns a salary)

Scan each document clearly and merge all pages of one document into a single file before uploading.

The Self-Declaration Form (Swa-Ghoshna Praman Patra)

The portal's self-declaration form (in Hindi) has these parts. Fill it, paste a self-attested photo, sign and upload it:

  1. Your name, father's or husband's name, mother's name, address (house, village/mohalla, tehsil, district) and occupation.
  2. Your income by source — tick and fill whichever apply:
    • Wages as an unorganised-sector worker
    • Agricultural land (village, area in hectares and yearly income)
    • Pension
    • Salary from a job (pay slip or salary certificate must be attached)
    • Private profession (doctor, lawyer, architect, CA, small or big business)
    • Shop rent, market value or turnover filed with the department
    • Income as per the income tax return (ITR)
    • Any other source
  3. Income of other family members — a table with each member's name, occupation and yearly income, and the total yearly family income.
  4. Whether an income certificate was issued earlier (and if so, its number, date and income).
  5. A declaration that all information is true, and that legal action can be taken if anything is found false.

Who counts as "family" for income

The form says the family income includes the husband and wife, their minor and unmarried adult children, and dependent parents (parents who have no income of their own and live with the family). The income of all these members from all sources is added, and the certificate is issued on the total family income.

How to Apply Online (Apuni Sarkar)

  1. Go to eservices.uk.gov.in and open Citizen Login. First time? Click Sign Up; your User ID and password are sent to your mobile by SMS.
  2. Sign in and click Services → Revenue Department → Income Certificate (आय प्रमाण पत्र).
  3. Upload the documents first, including the filled and signed self-declaration form, then click Submit to open the form.
  4. Fill in your details exactly as in your Aadhaar, and select the correct district, tehsil and Patwari/Lekhpal area.
  5. Preview, then Submit and pay the ₹40 fee.
  6. Download the receipt and keep the application ID.
  7. The Tehsildar and Patwari check the details, and the yearly income in figures and in words is recorded on the certificate. When it is approved, download it from the Certificate Received tab.

Officer flow

  1. Tehsildar Receives the application and sends it for local enquiry
  2. Patwari Checks the family's income details in your area
  3. Tehsildar Reviews the report and issues or rejects the certificate

The Apuni Sarkar service page lists the flow as Applicant → Tehsildar → Patwari → Tehsildar → Certificate issued/rejected. Since the Patwari checks your income locally, select the correct Patwari/Lekhpal area in the form.

If you cannot apply yourself, visit a CSC / Jan Seva Kendra with your original documents.

Where the Income Certificate Is Used in Recruitment

  • Railway (RRB) fee concession for EBC: RRB notices give a concessional fee to Economically Backward Class candidates whose family income is below ₹50,000 a year. One accepted proof is an income certificate in the format given in the notice (Annexure III-A), issued by the District Magistrate or a revenue officer up to the rank of Tehsildar, on or before the closing date.
  • Many scholarships, fee waivers and state welfare schemes ask for a recent income certificate — always check the format and validity the scheme requires.

Common Mistakes to Avoid

  • Showing only your own income instead of the whole family's.
  • Not attaching a pay slip when someone in the family is salaried.
  • Selecting the wrong tehsil or Patwari area — the application goes to the wrong office.
  • Using an old certificate where a recent one is required.
  • Paying an agent extra money — the official fee on the portal is ₹40.

You may also need a Uttarakhand Domicile Certificate, a Caste Certificate or an EWS Certificate.
