The Uttarakhand Caste Certificate (Jati Praman Patra, जाति प्रमाण पत्र) is issued by the Revenue Department to SC, ST and OBC residents of the state. It is needed to claim reservation, age relaxation and fee concessions in recruitment, as well as scholarships and admission quotas. You can apply online on the Apuni Sarkar portal at eservices.uk.gov.in, or at a CSC. The fee is ₹40, and the certificate is to be delivered within 15 days.
The single most important requirement is proof that your family has lived in Uttarakhand since 1985. This guide covers the documents, the form, the officer flow and status checks. Who Needs It
- Uttarakhand state recruitment (UKSSSC, UKPSC and others): SC, ST and OBC reservation and age relaxation apply only to candidates who have a valid caste certificate and are domiciled in Uttarakhand. For example, UKPSC Tax and Revenue Inspector 2026 gives SC, ST and OBC candidates 5 years of age relaxation and charges SC and ST candidates a lower fee.
- Central recruitment (SSC, Railways, Banks, Coast Guard and others): SC and ST certificates are used for reservation, fee waivers and relaxations. OBC candidates usually need an OBC (Non-Creamy Layer) certificate in the Government of India format, which is explained below.
- Scholarships, admission quotas in colleges and many state welfare schemes.
Documents Required

Mandatory
- Applicant's photograph — recent passport-size colour photo
- Copy of land registry or khatauni (ROR) — documents showing that you or your family have lived in Uttarakhand since 1985
- Aadhaar card — the name should match your other documents
- Copy of the Family Register (Pariwar Register) — links you to your father and family
Supporting documents (upload whichever you have)
- Khatauni (ROR)
- House tax receipt or Nagar Nigam assessment
- Electricity or water bill
- Bank passbook
- Gas connection papers
- Voter ID card
- Ration card or Pariwar Register (for matching family relationships)
- Proof of caste, such as a parent's or sibling's caste certificate
- Education documents, such as school records
Tip: The 1985 residence proof is the part that delays most applications. Old land records in your father's or grandfather's name, together with the Pariwar Register that shows your relation to them, are the strongest proof. If a parent or sibling already has a caste certificate, upload it too. It makes verification much easier.
Information Asked in the Form
- Personal details: applicant's name, photo, father's or husband's name, mother's name, gender, age and Aadhaar number.
- Caste details: caste category and sub-caste. Choose exactly the caste or sub-caste written in your family's records.
- Ancestral information: rural or urban, district, tehsil, Patwari/Lekhpal area and village or municipal area, plus your address and mobile number.
How to Apply Online
- Go to eservices.uk.gov.in and open Citizen Login. First time? Click Sign Up, fill in the registration form and submit — your User ID and password are sent to your mobile by SMS.
- Sign in with your mobile number or email ID, the password from the SMS and the captcha.
- On your dashboard click Services, choose Revenue Department and then Caste Certificate (जाति प्रमाण पत्र).
- Upload the mandatory documents first (and any supporting documents), then click Submit — the application form opens only after this step.
- Fill in the form exactly as in your Aadhaar and Class 10 certificate, and select the ancestral district, tehsil and Patwari area carefully — verification happens there.
- Use Save to keep a draft and Preview to check everything, then click Submit. Pay the fee shown on the portal (₹40).
- Download the application ID receipt and keep the ID safe.
- Once the department approves it, the certificate appears in the Certificate Received tab of your login, from where you can download it.
Officer flow (who checks your application)
- Tehsildar Receives the application and sends it for local verification
- Patwari Verifies your residence since 1985, family and caste details in your area
- Tehsildar Reviews the report, approves the application and issues the certificate
The Apuni Sarkar service page lists the officer flow as Tehsildar → Patwari → Tehsildar. The roles shown above are a general description of each step. Your login also shows the application status, so you can follow its progress there. If you cannot apply yourself, visit a CSC / Jan Seva Kendra with your original documents.
State Certificate vs Central Format: Read the Notification
A caste certificate is accepted only in the format the recruitment asks for. Before you apply, check the following:
- OBC candidates in central jobs usually need an OBC-NCL certificate in the Government of India format, and it must be recent. The Indian Coast Guard CGEPT 2027 advertisement, for example, asks for an OBC-NCL certificate "as per format for appointment for post under the Govt. of India" with a QR or bar code, stating that you are not in the creamy layer. Ask your tehsil for the central format if a notification needs it.
- Date of issue and validity: many notifications require the certificate to be issued on or before the last date of application. Some also set a validity period. The UKPSC Tax and Revenue Inspector advertisement treats an OBC certificate as valid for three years from issue, and the Coast Guard advertisement wants documents valid until 31 December 2027.
- Recruitment in other states: Uttarakhand SC, ST and OBC certificates do not give reservation in other states' recruitment. In DSSSB Delhi, only OBC (Delhi) certificate holders get OBC benefits. In MP High Court, candidates from other states apply as unreserved.
- Address match: some recruitments, such as the Coast Guard, require the address in your application to match the address on your category certificate.

Common Mistakes to Avoid
- Choosing a caste or sub-caste that differs from your family's records.
- Applying without any document that proves residence since 1985.
- Using a state-format OBC certificate for a central job that asks for the Government of India format.
- Letting the certificate go out of date. Get a fresh one if a notification needs a recent date of issue.
- Paying agents. The official fee shown on the portal is ₹40.
