The Uttarakhand Character Certificate (Charitra Praman Patra, चरित्र प्रमाण पत्र) is a certificate from the state that says nothing adverse is on record against you. Candidates usually need one when they join a job, get a contract or apply for a licence. Uttarakhand offers two different routes, and people often mix them up:

  • the Revenue Department's Character Certificate (General), issued by the SDM through the tehsil, and
  • police character verification, done by Uttarakhand Police through its citizen portal.

Both are applied for online through the Apuni Sarkar portal at eservices.uk.gov.in or at a CSC. This guide explains which one you need, the documents, fee, time limit, officer flow and how to check the status. We checked every detail on the Apuni Sarkar service list on 30 October 2026.

Which One Do You Need?

Always follow the exact wording of your appointment letter or notification. In practice, there are three common situations:

  • "Character certificate from the head of the last institution / a gazetted officer": many recruitments ask for this at document verification. It is not a certificate from the tehsil or police. For example, the Uttarakhand Home Guard 2026 list asks for a character certificate from the head of the last institution attended or from a gazetted officer. UPESSC TGT asks for certificates from your last institution and from two respectable persons. Ask your school or college office for it.
  • "Character certificate issued by the district administration / SDM": apply for the Revenue Department's Character Certificate (General), explained below.
  • "Police verification": if your appointment letter, employer or contract asks you to bring a police verification report, apply for police character verification, explained below. The Coast Guard CGEPT, for instance, asks for a police verification obtained after the last date of application.

Revenue Character Certificate (General): Documents

These are the documents the Apuni Sarkar service lists. Tick each one as you get it ready. Your list is saved on this device.

  • Applicant photo — a recent passport-size colour photo
  • ID proof — for example, an Aadhaar card or voter ID
  • Address proof — showing your present address in the tehsil where you apply
  • E-challan of ₹30 — deposited under the police head of account 0055

Tip: Generate the ₹30 e-challan before you start the application, because the form asks you to upload it. Check that the head of account on the challan is 0055.

Officer flow (who checks your application)

  1. Applicant Submits the application online or at a CSC
  2. SDM Receives the application and sends it for local enquiry
  3. Patwari / SHO Enquires locally and with the police station about your conduct
  4. Tehsildar Reviews the report
  5. SDM Approves and issues the certificate, or rejects it

The Apuni Sarkar service details list this six-step flow (the last step being "Certificate Issued / Rejected"). The roles described above are a general explanation of each step. You can follow the status of your application in your login.

Police Character Verification

Uttarakhand Police services are listed on Apuni Sarkar under Home Department → CCTNS services. When you click Apply Now, the portal takes you to the Uttarakhand Police citizen portal. The fee shown is ₹0. Pick the service that matches your purpose:

Service on the portal (use)Time limit
Character-Verification (if you have lived at the same place in the district for the last 3 years) — for applicants who have lived at one address in the district where they apply for the past 3 years15 days
Character verification (Police / Army / Personal Verification Report) — for a verification report, such as one a private employer asks for21 days
Character verification for semi-government jobs — when a semi-government body asks for police verification15 days
Police clearance certificate for Indian citizens going abroad — for a study or job visa30 days
Decision on character verification for contract — for contract work that needs police verification15 days

Apuni Sarkar does not list documents for these police services, because they open on the Uttarakhand Police citizen portal. The documents and form are shown there after you click Apply Now. Foreign nationals living in India get a police clearance certificate from the FRRO, not from these services.

Common Mistakes to Avoid

  • Applying at the tehsil when the notification asks for a certificate from your last institution (or the other way round).
  • Getting the certificate too early. Many employers want a recent date of issue, so check the date rule in your letter.
  • Uploading an e-challan under the wrong head of account.
  • Giving an address that is not in the tehsil or police station area where you apply.
  • Paying agents. The portal shows the official fee for each service.
