The EWS Certificate — officially the Income and Asset Certificate for Economically Weaker Sections (आर्थिक रूप से कमजोर वर्ग हेतु आय और संपत्ति का प्रमाण पत्र) — lets general-category candidates from lower-income families claim the 10% EWS reservation in government jobs and admissions. In Uttarakhand it is issued by the Revenue Department and you can apply online on the Apuni Sarkar portal at eservices.uk.gov.in. The portal fee is ₹40 and the certificate is to be delivered within 15 days.
This guide explains who is eligible, which documents and self-declaration you need, how to apply step by step, and the date rules that recruitment boards check. It is based on the service details on the Apuni Sarkar portal (service RD10) and the EWS rules printed in current central recruitment notices, checked on 14 October 2026.

Who Is Eligible for EWS
- You are not covered by SC, ST or OBC reservation. OBC creamy-layer candidates also cannot claim EWS.
- Your family's gross annual income is below ₹8 lakh for the financial year before the year you apply. Income from all sources counts — salary, agriculture, business, profession and so on.
- Your family does not own or possess any of these assets, whatever the income:
| Asset | Not allowed if it is… |
|---|---|
| Agricultural land | 5 acres or more |
| Residential flat / house | 1,000 sq ft or more |
| Residential plot in a notified municipality | 100 sq yards or more |
| Residential plot outside notified municipalities | 200 sq yards or more |
Property held by the family in different places is added together for this test.
Who counts as "family"
For EWS, the family means you, your parents, your brothers and sisters below 18 years, and your spouse and children below 18 years. The income of adult siblings is not added.
Which year's income?
Income is taken for the financial year before the year of application. For example, the RRB Paramedical notice (CEN 05/2026, closing 14 October 2026) counts income for 2025-26. The UPSSSC Junior Engineer notices of 2026 likewise ask for an EWS certificate based on 2025-26 income, issued on or after 1 April 2026.
Documents Required
The Apuni Sarkar portal lists these documents for the EWS certificate:
- Photo of the applicant (required)
- ID proof (required)
- Address proof (required)
- Income tax return or income certificate (required)
- Copy of land registry / khata-khatauni (required)
- Self-declaration in the portal's format (required) — download link below
- Aadhaar card (optional)
Scan each document clearly and merge all pages of one document into a single file before uploading.
What the self-declaration says
The portal's self-declaration form (in Hindi) asks you to declare on oath that:
- You or your family do not have 5 acres or more of agricultural land.
- You do not have a residential house of 1,000 sq ft or more.
- You do not have a residential plot of 100 sq yards or more in a notified urban area.
- You do not have a residential plot of 200 sq yards or more outside notified urban areas.
- Your and your family's annual income is less than ₹8 lakh.
- You have not already made an EWS certificate from another district of Uttarakhand or anywhere else.
It also states that if any information is found false, you will be responsible and liable to legal action. Fill it carefully, sign it and upload it.

Officer flow
- Tehsildar Receives the application and sends it for local enquiry
- Patwari Checks income, land and family details in your area
- Tehsildar Reviews the report and issues the certificate
The Apuni Sarkar service page lists the flow as Tehsildar → Patwari → Tehsildar. If you cannot apply yourself, go to a CSC / Jan Seva Kendra with your original documents.
Central Format vs State Certificate
Central recruitments (SSC, RRB, banks, PSUs, Supreme Court etc.) ask for the EWS Income and Asset Certificate in the Government of India format, issued by an authority such as the DM/ADM, SDM, Tehsildar or Executive Magistrate. For example, RRB notices print this format as Annexure III and accept certificates only from these authorities. When you apply for a central job, check that your certificate is in the format the notice asks for, and that it shows the right financial year.
Date Rules That Recruitment Boards Check
- Issued by the closing date: most notices require you to already hold the EWS certificate on the last date of application, and some ask for its number, date and issuing authority in the form.
- Right financial year: a certificate for an old year can be rejected. For 2026 notices, keep one based on 2025-26 income.
- Produce the original at document verification. If you cannot, you are moved to the general (UR) category if you are otherwise eligible.
Because the certificate can take up to 15 days, apply as soon as a notification comes out — or better, get a fresh certificate every April.
Common Mistakes to Avoid
- Counting only your own income instead of the whole family's (parents included).
- Forgetting land or property in another village or town — it is added together.
- Using last year's certificate for a new recruitment.
- Name or date of birth not matching Aadhaar or Class 10 certificate.
- Applying for EWS if you belong to an OBC caste (even creamy layer) — that is not allowed.
- Paying an agent extra money — the official fee on the portal is ₹40.
