PM Surya Ghar: Muft Bijli Yojana helps households put solar panels on their roof and get up to 300 units of free electricity a month. For families in Uttarakhand it is one of the most valuable schemes running today, because Uttarakhand is a special category state — the central subsidy here is higher than in the plains — and the state government adds its own subsidy on top.

For a 3 kW rooftop system, an Uttarakhand household can get up to ₹85,800 from the Centre + ₹51,000 from the state = ₹1,36,800. You apply online at pmsuryaghar.gov.in; the scheme runs till 31 March 2027. Below: exact subsidy, eligibility, documents, step-by-step application, loan and common mistakes — based on PIB/MNRE documents and UREDA's official state subsidy list.

How Much Subsidy Will You Get?

The central subsidy (CFA) is fixed per kilowatt, with a higher rate for special category states — Uttarakhand, Himachal Pradesh, J&K, Ladakh, the North-Eastern states including Sikkim, Andaman & Nicobar and Lakshadweep.

System sizeSubsidy in Uttarakhand
2 kWCentre ₹66,000 + State ₹34,000 = ₹1,00,000
3 kWCentre ₹85,800 + State ₹51,000 = ₹1,36,800
Above 3 kW (4, 5, 10 kW)Same as 3 kW: ₹1,36,800 (no extra subsidy above 3 kW)
  • In the plains (general states) the central subsidy is lower: ₹30,000/kW for 2 kW and ₹18,000 for the 3rd kW — maximum ₹78,000.
  • Housing societies / RWAs get ₹19,800 per kW (special category) for common facilities including EV charging, up to 500 kW.
  • The state subsidy figures come from UREDA's official list of beneficiaries paid under the scheme (about 5,600 households): ₹34,000 for 2 kW and ₹51,000 for 3 kW and above, the same for General, SC, ST and OBC. Confirm current state terms with UREDA or UPCL before you install.

How Much Electricity and Savings?

In Uttarakhand a 1 kW rooftop system typically produces about 3.5–4 units a day — roughly 110–120 units a month (less in hill districts during cloudy months and winter). So:

Monthly useSuggested system
Up to 150 units1–2 kW
150–300 units2–3 kW
Above 300 units3 kW or more (subsidy is capped at 3 kW)

Extra units go to the grid through a net meter and are adjusted in your UPCL bill.

Eligibility

  • You must be an Indian citizen with a residential electricity connection in your name (UPCL consumer number).
  • You need a roof, terrace or balcony where panels can be fixed.
  • You should not have taken any other solar subsidy for the same connection.
  • No income limit — any category can apply.

Documents Required

  • Latest electricity bill (consumer number) and the mobile number linked to it
  • Aadhaar card
  • Bank passbook / cancelled cheque — the subsidy comes to this account
  • Photo of the roof (asked by the vendor / portal)
  • Property / ownership proof if asked by UPCL

How to Apply Online (Step by Step)

  1. Go to pmsuryaghar.gov.in → Apply for Rooftop Solar. Select state Uttarakhand and DISCOM UPCL, enter your consumer number, mobile and e-mail.
  2. Log in with the OTP and fill the rooftop solar application (system size).
  3. Wait for feasibility approval from UPCL (shown on the portal).
  4. Choose a registered vendor listed on the portal and get the plant installed. Do not pay anyone who is not on the vendor list.
  5. Submit the installation details and apply for the net meter.
  6. After the net meter is installed and UPCL inspects it, the commissioning certificate is generated on the portal.
  7. Enter your bank account and upload a cancelled cheque. The central subsidy is credited directly to your account, usually within about 30 days.

The whole process is free. Nobody can charge a "registration fee" for PM Surya Ghar — beware of fake websites and agents.

Loan for Rooftop Solar

If you don't have the full amount, public sector banks give collateral-free loans for systems up to 3 kW at a low interest rate (about 7%, linked to the RBI repo rate; the exact rate depends on the bank). You can choose the loan option while applying on the portal. The subsidy then reduces what you owe.

Common Mistakes to Avoid

  • Installing first and applying later — the plant must be installed after feasibility approval and by a portal-registered vendor.
  • Name mismatch between the electricity bill, Aadhaar and bank account — fix it with UPCL first.
  • Choosing a system much bigger than your use — the subsidy stops at 3 kW.
  • Paying agents for "fast approval" — there is no such thing.
